WHEN THE VEHICLE IS BEING DRIVEN, THE FORCE OF THE WIND AGAINST THE HOOD CAN FORCE THE HOOD BEHIND THE BUMPER ALLOWING THE HOOD TO DROP. THIS REDUCES THE TENSION ON THE TWO RUBBER HOLD-DOWNS WHICH THEN BECOME LOOSE.
