THE FASTENERS USED TO SECURE THE MOUNTING FOOT OF EITHER FORWARD OR REARWARD HANDRAILS COULD BE INSTALLED IN SUCH A MANNER AS TO ALLOW THE POSSIBILITY THAT THE NUT USED IN NHTSA’S HANDRAIL INSPECTION PROCEDURE WILL CATCH BETWEEN THE FASTENERS.
