THE WHEELCHAIR OUTER RETENTION DEVICE LOCATED AT THE END OF THE WHEELCHAIR PLATFORM FAILS TO CONFORM TO FEDERAL MOTOR VEHICLE SAFETY STANDARD NO. 404, “PLATFORM LIFT INSTALLATIONS IN MOTOR VEHICLES.”
